Mark Swales, Chair of UUK/GuildHE Code Governance Board

Mark has worked in the Higher Education Sector at a senior leadership level since 1988 with a strong focus on the development of commercial, estates and facilities management services.

Paul Burns, Chair of UUK/GuildHE Code Compliance, Assurance and Scrutiny Board

Paul manages the Accommodation Office at The University of Manchester.

William Tandoh, Ministry of House, Communities and Local Government

I am the Team Leader for the Non-Traditional Tenures team in the Private Rented Sector Division, Ministry of Housing, Communities and Local Government (MHCLG).

He has chaired four UK national sector bodies bringing together higher education professionals from a wide range of disciplines to share best practice and improve performance.  He was appointed by UUK/GuildHE in 2022 as the Chair of the Governance Board for the Accommodation Code of Practice.

He was Chief Estates and Facilities Officer for Sheffield Hallam University between 2010 and 2020, one of the largest providers of Higher Education in the United Kingdom where he was primarily responsible for its estates, facilities, commercial and academic timetabling functions. He has extensive experience of the ACoP having been involved in its initial launch and subsequently being responsible for its administration in the first seven years of its operation.

 

 

Paul has 23 years’ experience in Student Accommodation working in pastoral as well as managerial roles and is committed to improving customer service in residences. Paul has worked with the UUK ACoP since its inception and with colleagues from the University of Manchester established the Practitioners’ Conference to develop good and best practice. He continues to take great pride in seeing it go from strength to strength.  Amongst his many passions he cites; alphabetised lists, Italy, Japan, Lou Reed, Manchester City FC, The Velvet Underground and Ultra-marathons.

 

I have responsibility for the legislation governing the three Codes of Practice for purpose built student accommodation and maintaining the list of educational establishments signed up to the Codes. I am also responsible for the governance arrangements between MHCLG and the two Code providers to ensure the effective operation of the codes and address emerging issues in the sector. I am also a member of the Governance Board (UUK/GuildHE Code) and the Committee of Management (ANUK/Unipol codes). 

 

 

 

 

Trudy Williams, National Code Director, ACoP.

Trudy joined ACoP in 2022, bringing more than two decades of leadership experience across IT, campus operations, and commercial services within the Higher Education sector. Much of her work previously focused on service transformation across safety and security, cleaning, catering, sport, and other essential student‑focused services.

Evelyne Mulinge, Residential Services Manager, University of Northampton. 

Evelyne is the Residential Services Manager at the University of Northampton, where she provides strategic leadership for high quality, compliant residential services that support student wellbeing, retention and institutional performance. 

Meridith Farley, Business Improvement Officer for Residential Services, University of Exeter

Meridith is the Business Improvement Officer for Residential Services at the University of Exeter.

At ACoP, Trudy leads the strategic development, delivery, and evaluation of services for members, ensuring that all strategic projects are successfully executed. She also serves as the key liaison for the statutory governance processes required to support member institutions in meeting Code compliance obligations.

Trudy oversees engagement with current and prospective members, partners, stakeholders, and legislative bodies, and works closely with the ACoP Governance Bodies to strengthen the organisation’s impact and future direction.

 

Evelyne's portfolio includes accommodation stock management, operational risk, service optimisation and workforce development, ensuring effective asset utilisation and a consistently high standard of residential provision.
Evelyne serves as Co-Chair of the University’s GEM Staff Network and is currently co leading the University’s Race Equality Charter application, contributing to institution-wide EDI strategy and cultural change. She brings a strong background in hotel management within hospitality and facilities management, combining commercial acumen with a rigorous, process driven approach. A Chartered Manager and Fellow of the CMI, Evelyne is recognised for her people centred leadership, ability to develop high performing teams, and commitment to inclusive, values led governance. She speaks five languages fluently.

 

Meridith has worked in the role for the past two years, prior to which she was the Deputy Manager in the Accommodation Office. She has strengths in process improvement and compliance and is particularly passionate about improving the accommodation experience for underrepresented student groups.

 

 

 

 

Andrew Nash, Head of Campus Services Facilities, University of Bath.

Andrew is the Head of Campus Services Facilities at the University of Bath overseeing soft facilities services including Mail, Grounds, Cleaning, Portering, Waste and Reslife Operations as well as leading departmental H&S, Sustainability and UUK compliance. 

Rob Knowles, Senior Audit & Assurance Consultant, UNIAC

Rob has over 10 years’ experience working in internal audit for the public and not-for-profit sectors, having worked at PwC and RSM, and joining Uniac in January 2025. 

Steph Fisher, Senior Residence Life Co-ordinator, University of Manchester.

Steph is an experienced Senior ResLife Coordinator at The University of Manchester. She has been involved in the transformation to having a full-time ResLife team structure, which is now a well-established service at the University. 

 

Andrew has been in numerous roles in the FM sector for 25 years having previously worked for Orange and Ofsted.

 

During this past year, Rob has taken over as Uniac’s lead overseeing the UUK/Guide HE Accommodation Code of Practice 2025/26 audits at its member and client institutions, having undertaken audits himself in the 2023/24 and 2024/25 submission years.

 

 

Steph is passionate about staff and student wellbeing, all things ResLife, collaborative working, and loves connecting with others with an interest in HE and ResLife.

 

 

 

 

Anca Sticlaru, Digital Content Lead, London School of Economics and Science.

Anca oversees student communications for halls and marketing for campus catering at the London School of Economics and Political Science (LSE). She specialises in data-driven storytelling and digital engagement in higher education.

Lizzy Austin-Clarke, Residential Experience Co-ordinator, Bangor University. 

Lizzy Austin-Clarke joined Bangor University in 2016 and has been instrumental in helping students feel at home from the moment they arrive. 

Tracy Altham, Interim National Code Manager, ACoP.

Tracy is the Interim National Code Manager and a member of the CAS Board. She stepped into this role to support The Code's transition to a standalone Special Interest Organisation under Professional HE Services. 

Lizzy leads the university’s social events programme, creating a welcoming and inclusive calendar that brings people together, builds friendships, and supports wellbeing.

 

In this role, Tracy focus' on the practical operation of The Code, including the implementation of the new Code Management System and supporting members to meet their submission obligations. Alongside this national role, she works at the University of Manchester, where she is responsible for ensuring The Code is applied effectively in practice.
